I believe I successfully reset the SMC, though with no improvement. I also seem to be unable to get the NVRAM reset to work, AS when I try Safe Mode it just reboots normally despite my key presses. I guess I am supposed to hold Shift while restarting, but that doesn't seem to work on mine. I tried to see if I could duplicate the problem in Safe Mode, but I can't get that to work. At least once it has it has froze, and then within a few seconds un-froze, and started responding without closing the dialog/window. Problem seems to be limited to those things, sometimes it works, sometimes it will freeze, usually working eventually after a few tries. Since updating my 2018 Mini to Monterrey 12.6.3 a few weeks ago, my System Preferences and file open/save dialog boxes in various apps keep freezing.
